COO: Teodor (Ted) Ghinea
Ted Ghinea joined T3 Technologies as the COO after successfully founding a project management consulting company. Ted has over twelve years professional experience in managerial, technical, and functional positions. He has consulted to private and public organizations, including local and federal agencies. He has an MBA from Virginia Tech, and he is PMP certified.
Accomplishments:
- Coordinates planning and scheduling activities for the FMCSA IT modernization program, with a budget at $100+ million over 5 years.
- Implemented a risk identification process and associated tracking procedures, and serves as the risk manager for the FMCSA IT modernization program.
- Set up the PMO and associated processes and procedures for a software maintenance program at ATF.
- Managed the development of an add-on module to a PeopleSoft HRMS implementation in 13 weeks by implementing CMM level 3 prescribed processes.
- Completed a business process reengineering project for Arlington County, VA in the area of Records Management. Developed records retention schedules, and disaster recovery and business continuity plans for Arlington County's records management system.
- Coordinated the design and development of the Enterprise Asset Management System for United States Army Project Office Standard Army Management Information System, whose ordering module handled over $100 million in IT components per year.

CTO: Dilip Kumar
Dr. Dilip Kumar has over 21 years experience as Senior Manager for a major Aerospace Company. He has managed varied groups of highly technical people in the area of Modeling and Simulation of systems for commercial airplanes as well as US Army. He was a key member of the team that transformed the running of laboratories as an overhead to cost center. He led the projects for documenting the as-is processes and then coming up with strategic initiatives to find revolutionary changes (re-engineering) as well as evolutionary changes that fit the situation. He has experience in implementing Best Practices for an organization. As a senior manager, he has wide experience in managing large projects, EVMS, Risk Management, Continuous Quality improvement, etc.

- Senior Manager, Contractor to US Army Responsible for a group of engineers spread over three cities in developing a simulation environment. Cost Account Manager and use EVMS, Risk Management and other US Army processes for managing the contract. Implement Lean+ projects to allow continuous cost reduction year over year. Conduct quarterly and yearly reviews, make changes and ensure that overall goals are being met.
- Senior Manager, Air Traffic Management. As a new division, participated in the organizational development and buildup. Led a team to obtain SEI/CMMI Level 3 and ISO 9001 certification.
- Senior Manager, Flight and Laboratory Testing. Led groups of 35 to 200 engineers, draftsmen, technicians responsible for developing software and laboratories. Trained in Quality Deployment techniques (Quality Improvement, Lean, 5S, Process Improvement, Reengineering). Developed a cost/value system used to identify true cost of operating a laboratory and allowing management to make data based decisions about capital assets.

Nancy Seeger is the Vice President for Program Management of T3 Technologies, a business process and custom software development firms She brings extensive administrative and program management background. She joined T3 Technologies in August of 2008. She has advanced degrees in Management and Business and holds a TS clearance.

- VP for Administration, The Cohen Group. Provided leadership, planning and coordination to all administrative operations in support of the firm's mission and goals.
- Director for Support, MPRI, Afghanistan. Managed operational support for 7 safe houses in support of 310 personnel; a fleet of 310 vehicles and drivers; a cadre of 100 local national interpreters; and was responsible for an $11M annual budget.
- Director, CFC-A Support Contract. Responsible for a 14 person team providing strategic, operational and logistic support to the Headquarters, Combined Forces Command-Afghanistan (CFC-A).
- Executive Assistant, SDS International. Supervised all headquarters' administrative functions. Provided policy guidance to headquarters personnel and 10 subordinate company staffs. Coordinated, drafted, and edited publications. Oversaw administrative support to publish proposals, reports, letters, and marketing materials.
- Executive Officer, Assistant Vice Chief of Staff, United States Air Force. Managed the Office of the Assistant Vice Chief of Staff. Yair Eitan joined T3 Technologies as the Vice President for Research and Development after twenty-two years of consulting in the areas of project and program management, risk management, acquisition, logistics, and quantitative analysis. Clients include the Department of Defense and other Federal agencies, the North Atlantic Treaty Organisation, and major commercial entities.

- Produced project and program management plans, obtained buy-in and approvals for them, and assisted in their implementation; developed internal and external governance structures and coordinated their implementation; provided sound project/program management processes and facilitated sound decision-making; identified, analyzed, and resolved concerns/issues/problems; and, evaluated programs and proposed improvements/enhancements.

She spent majority of her career as project manager at leading financial services companies developing application software systems, managing all phases of the Software Development Life Cycle (SDLC), Business Process Improvements, Business Requirements Analysis, etc. She joined T3 Technologies in 2006 and has advanced degrees in Computer Systems Management and Nutritional Biochemistry.
