Earned Value Management Specialist:
The primary focus for this position in initiation of an
earned value management system (EVMS) within the customer's organization. The candidate will need to be knowledgeable
of EVM techniques and methodologies as defined in ANSI 748-B. The candidate will need to mentor customer
and contract personnel in the implementation and maintenance of the proposed
EVM system, conduct monthly status updates, and aid project managers in
variance monthly analysis reporting.
Required Experience: The ideal candidate should have strong
verbal and communication skills including good writing skills. The candidate should be able to work with customer
project managers to provide support in development of project management
plans/schedules, work breakdown structures (WBS), business case information,
and consolidate the data in a customer database. The candidate needs to be able to present a
professional manner, collect, and maintain confidential customer financial
information. The candidate should be
able to help customers in identifying and defining business performance
measures and linking those measures to agency strategic goals and milestones.
Desired Experience: The candidate should be knowledgeable of
EVMS, the Clinger-Cohen Act of 1996, OMB circular A-130 & A-11, and the
federal laws pertinent to Capital Planning Investment Control process. The candidate should have knowledge of E-Gov
activities. The ideal candidate would:
a/ possess the experience and good knowledge of the Federal government CIO
activities; b/ have knowledge of project
management, capital planning, budget estimations, return on investments, risk
assessments; c/ have an understanding of general security requirements of IT
systems and programs, and enterprise architecture.
Minimum Training: PMP certification a
plus.
